Infrastructure Manager
The Infrastructure Manager will help procure and then manage infrastructure services from a third-party vendor(s). Infrastructure services for the Agency include network connectivity, e-mail, hosting services for applications and websites, application and end-user support (helpdesk, etc.). This role is key to ensuring the reliability and availability of technology infrastructure services for the Agency’s operations and to support its roles in public health emergencies.
Reporting Relationship & Span of Control:
The Infrastructure Manager will initially report to the Chief Information Officer (this reporting structure may change as the organization evolves). In addition, the Infrastructure Manager will manage third-party vendor resources.
Key Responsibilities:
Work with the IT infrastructure procurement advisors to manage the requirements definition process to ensure that the Agency requirements are clear, concise and comprehensive.
Manage the procurement process to ensure that is fair, open and transparent and that the chosen proponent meets the needs of the Agency.
Manage the transition of infrastructure services from the current interim provider to the chosen proponent.
Manage the ongoing relationship with the vendor including developing the SLA and monitoring compliance with defined metrics (network availability, response time target for move/adds/changes and support based on severity, etc.) and address/escalate issues that may arise.
Manage infrastructure services to ensure their availability, including during emergency circumstances.
Report to management on the adequacy of IT infrastructure service delivery on a regular basis and identify possible solutions for any problems which may arise.
Manage the annual third-party reviews of the performance of the infrastructure provider.
Work with the Chief Security Officer and the Chief Privacy Officer to ensure that the infrastructure meets the privacy and security needs of the Agency.
Monitor continuously the needs of the program areas of the Agency to ensure that their needs are being met by the infrastructure.
Keep up to date on the latest developments in IT infrastructure and ensure that where appropriate the Agency’s infrastructure includes these technology developments.
Ensure that the interfaces between the IT infrastructure and the application environment meet the needs of the Agency.
Act as the senior advisor to the CIO on all matters related to IT infrastructure.
Knowledge and Skills:
Excellent knowledge and experience of all components of IT infrastructure as defined in this position description.
Excellent knowledge and experience of the interfaces among all the components of IT infrastructure and between IT infrastructure and the application environment.
Good knowledge of the IT vendor community in Canada and Ontario; knowledge of the best ways to structure relationships with the vendor community to maximize the benefit to the Agency.
In depth knowledge of the measurement indicators and collection tools needed to rigorously manager a third-party vendor of IT infrastructure services.
In-depth knowledge of structure and management of Service Level Agreements for infrastructure services.
Experience in mobilizing infrastructure services in emergency situations.
General knowledge of privacy issues in IT health case and how these issues might impact on and be impacted by IT infrastructure services. Awareness of the implications of PHIPA and related legislation.
Very good knowledge of security issues associated with IT infrastructure services.
General knowledge of health care in Ontario and how IT enables the transformation of health care.
Excellent interpersonal and communication skills.
Excellent ability to see the relationship between changing program needs and the need for changes to IT infrastructure services.
Very good analytical and synthesis skills.
Excellent ability to independently prioritize demands and resolve issues.
Excellent judgement of people, relationships and issues.
Education and Experience:
Undergraduate degree in computer science, electrical/ electronics engineering or equivalent.
At least 10 years experience directly managing IT infrastructure and 5 years experience in managing third-party IT infrastructure service providers.
Experience in managing in a public sector IT environment, preferably in health care.
Experience in public sector IT procurement.
